In order to use the computers in the Children's Department, you must establish a username and password at the Children's Information desk. Getting a Library Card

Ohio residents who can write their first names may receive a library card if they have proper identification. Proper identification is defined as follows:

A valid Ohio driver's license or valid State of Ohio identification card must be presented in order to obtain a library card. If the driver’s license or State identification does not have the most current address, a printed check, utility bill, envelope or post card (with a recent postmark) showing the current address must be shown in addition to the driver’s license or State identification.

A patron’s birth date and valid Ohio driver’s license number or valid State of Ohio identification number are required for all library card registrations and will be added to the account. A parent or legal guardian’s driver’s license number or State of Ohio identification number will be added to a child’s account. A social security number is not required.

A PIN (personal identification number) is assigned to each account. Your PIN is your private information; if you choose to give your PIN to a designated person(s) you are choosing to release your account information to that person. Your PIN may be changed by accessing your account online or by presenting a valid Ohio driver’s license or valid State of Ohio identification card at the circulation desk.

Using Your Card

Patrons must present a valid library card or proper identification in order to borrow material. A parent, legal guardian, custodian or a designated person on a child’s account may show identification on behalf of the child.

Possession of a card implies permission to use the card to borrow materials and to pick up holds.

Possession of a card and the pin number implies permission to use and have access to the account.

A patron must present the card they are inquiring about, show proper identification and be designated to have access to the owner’s library account and personal information to obtain information about that card unless the patron has the library card and knows the pin number.

You may use your card at any CLEVNET Library, including the following:

Burton Public library, Bellevue Public Library, Birchard Public Library, Cleveland Heights-University Heights Public Library, Cleveland Law Library, Cleveland Public Library, Clyde Public Library, East Cleveland Public Library, Elyria Public Library, Fairport Harbor Public Library, Global Issue Resource Center, Hudson Public Library, Historical Society, Kirtland Public Library, Lorain Public Library, Madison Public Library, Medina County District Library, Milan-Berlin Township Public Library, Orrville Public Library, Peninsula Library, Perry Public Library, Ritter Public Library, Sandusky Public Library, Shaker Heights Public Library, Twinsburg Public Library, Wadsworth Public Library, Wayne County Public Library, Wickliffe Public Library, Willoughby-Eastlake Public Library

Each Clevnet library has established policies and procedures that fit the needs of that library. When checking out material belonging to another CLEVNET library, other than the Euclid Public Library, a patron agrees to follow the policies and procedures of that particular library.

Obtaining Information by Telephone

Patrons may obtain information over the telephone concerning their library accounts if they provide us with their card number and PIN. If the patron does not have the card number and/or the PIN only general information will be provided such as total amount of fines, or how many items are overdue.

Renewal of Expired Cards

All EPL cards expire after 2 years. Cards are renewed once the library determines the patron personal information is current. All outstanding fines and financial blocks must be cleared prior to the renewal of a card. Proper identification is required for renewal and the owner of the card must be present when changing personal information on the account. The patron’s valid Ohio driver’s license number or valid State of Ohio identification number is added to the account.

At the discretion of the library a library card may be revoked at any time if materials are abused, damaged or lost and no restitution has been made.

Lost of Stolen Library Cards

Lost or stolen library cards must be reported to the library immediately

Replacement Cards

Adult patrons who would like to replace their library cards must show proper identification.

Children must have their parents, legal guardians or custodians show proper identification for them. If the parent, legal guardian or custodian has designated person(s) to have access to the child’s library account and personal information, the designated person must show proper identification on the child’s behalf. The child must be present to sign the new card.

Borrowing Library Items

Reserves

You may place a reserve for books, audiocassettes, compact discs, DVDs, fiction videos and non-fiction videos, at the Information Desks, a public terminal, or from your home computer.

When your reserved item is available, you will notified by telephone, e-mail or postcard. Let us know your preference. The item will be held in your name at the Circulation Desk for five days.

The library card which was used to place the reserve must be the card used to pick up the reserve.

Telephone Renewals

You have the convenience of renewing at home or via your home computer without making a trip to the Library. Call 216-261-5300 ext. 103.

The clerk will ask you for your library card number. when renewing one or more of the items on your card, read the titles to the clerk so they may be renewed individually.

Most books, compact discs, CD-ROMs, and audios may be renewed. Contacting us on or before the due date will enable us to renew your items. The following items cannot be renewed:

  1. If 20 or more items are late.
  2. Items that are needed to fill reserves
  3. Magazines
  4. Many interlibrary loan items
  5. Teacher Loan items
  6. EEK! (educational enrichment kits)
  7. Fiction Videos
  8. DVDs

Occasionally during busy times, it may be necessary to take your name and telephone number and call you back.

Lost, Damaged, or Missing Items

You are responsible for any items checked out on your card, including the replacement cost for lost or damaged items. These will be charged to your card and must be paid in full.

A suggestion to help avoid damage is to return your borrowed items in a plastic bag during inclement weather. Many times, when books get wet, they require replacement and the cost is passed on to the borrower.

Any library material returned that is part of a set will not be discharged until all parts, including inserts and booklets, are returned.

If a "lost" hardback book or non-fiction paperback book is returned within two months in good condition, you will receive a full refund for the price of the book. Please return the book plus the written receipt.

All missing and damaged items that belong to another library must be handled according to the owning library's policies.

Borrowing Privileges

No additional materials may be checked out if $10 in fines are owed, if 10 or more items are overdue, if the card is expired and fines are owed or if you have 50 items already borrowed.

Items requested for another patron cannot be renewed. New Release DVDs and magazines cannot be renewed. Videos and DVDs cannot be consecutively charged out to the same card. Videos and DVDs may not be available for browsing or charge out until all check-in procedures are completed.

Senior citizens (60 and older) are exempt from fines on materials except new books and DVDs.

When an item is 21 days overdue, a reminder notice is sent to the patron. When an item is 42 days overdue, the system assumes the item is lost, adds the cost of the item to the borrower's record and a bill is mailed to the patron. Every three years personal information is updated. We request at that time that any outstanding fines, fees, or lost items are paid.

Fees

Maximum cumulative overdue fine is $15.00.

The library will not pay any fees that exceed $10.00 for any item interloaned from a non-CLEVNET library. A non-refundable $15.00 fee for checks returned for insufficient funds will be charged to patron's library card.

Refunds

Refunds will be issues if any item is returned in good condition within two months of payment. Patron must have receipt. For items paid for by cash or check, the refund will be issued by our Clerk-Treasurer's office. For items paid for by MasterCard or Visa, a credit will be issued immediately to the credit card account if the patron has the card and receipt.

Refunds will not be issued for any damaged material.

Library History

Euclid Public Library was created in 1935 from two branch libraries located in Euclid Central and Shore High Schools. A library Board was appointed. Post war years saw an expansion of Euclid's population, and as each new school was built, EPL established a branch in the school. By 1958 we had 12 branches which pointed out the need for a main library. The library Board was able to save enough money in a building fund to build a library on the present East 222nd Street site at a cost of nearly $300,000. That original building remains part of the library today.

As Euclid's population grew so did library usage, and by 1964 the need for a larger library was apparent. Expansion funds were approved by Euclid voters, and a new addition that tripled the size of the original building was completed in 1966. In 1985 the building was remodeled and updated once again to make better use of existing space. This enabled the addition of space for small discussion groups, preschool story hours, technological advancements, and accessibility for the disabled.

In the next ten years library circulation doubled. Audiovisual collections grew from zero to more than 12,000 items. Meeting rooms were filled to capacity. Through a strategic planning process, the community expressed its desire for a technology center, more space for children's and young adult services, a designated area for an African-American collection, better accessibility for the disabled, and more meeting rooms. In 1995 the residents of Euclid recognized these needs by approving a bond issue for construction of an expanded facility to house these services. That facility is now a reality with 48,000 square feet on the original site.

Library Governance

There are 250 public library systems within the State of Ohio. Euclid Public Library is one of 9 independent library systems within Cuyahoga County. EPL is a school district library with a 7-member Board of Trustees appointed by the Board of Education. Although appointed by the Board of Education, library Trustees function as an independent Board. A library Trustee serves a 7-year term and must be a resident of Cuyahoga County. A majority of Trustees must be residents of Euclid. The appointment cycle of Trustees results in the expiration of one term each year. As representatives of the community, the Board seeks new appointments who will bring a variety of backgrounds and talents to the Board.
